There seems to be quite a few paint patches around the edges of the balcony, like maybe they just had EIFS?stucco repair. If any moisture had gotten in at the end of those rails, they could be screwed into rotted wood, ready to give out.
I would not let an employee do that. Personally I have done a lot worse.

This was a three story complex the roofing contractor was hired to put us up on the roof to scope for damage... I saw this guy painting and said, "MAJOR OSHA Violation, not to mention dangerous." The painting foreman looked and at me as if I was crazy and shrugged his shoulders...
