Yes, even a one foot wall will leak without flashing!
No, on top of your roof is not a good place for a swimming pool.
No, you can not skip the apron flashing and just install wall flashing only.
No, omitting the base wall flashing and step counter flashing in lieu of spreading concrete on the wall is not a good idea.
And NOPE, spreading black tar all over counter step flashing where no cut was made into the brick mortar and no lip bent on the metal will not stop the leaking that was due to the flashing being cut too short at the corner.

Best thing is, when they completed the job(s), the owner was so thrilled by the workmanship (& price!?!) , they prolly referred them out so they could get another couple of jobs. Before they folded for good...
