R905.2.8.1 Base and counter flashing. Base and counter flashing shall be installed as follows: 1. In accordance with manufacturer’s installation instructions, or 2. A continuous metal 4 inch by 4 inch “L†flashing shall be set in approved flashing cement and set flush to base of wall and over the underlayment. Both horizontal and vertical metal flanges shall be fastened 6 inches (152 mm) on center with approved fasteners. All laps shall be a minimum of 4 inches (102 mm) fully sealed in approved flashing cement. Flashing shall start at the lower portion of roof to insure water-shedding capabilities of all metal laps. The entire edge of the horizontal flange shall be sealed covering all nail penetrations with approved flashing cement and membrane. Yessiree! HOA's and other committees set the code for 'roofing' in Fla. Best roofs of all is to just spread bull all over the plywood and call it done.
I think most of the roofers have left so they can apply their trade instead of letting ex-teachers, ex-postal employees, etc. tell them how 'they' want it done because of something seen on hgtv or some cement commercial. :huh:

Step in nc, and roll, bull, membrane in Miami. You even have to bull the eave in some municipalities to include the rake, your lead stacks, Maggie's if you cut some in for whatever, valleys, skylights,,,

"Flashing" does not come in a bucket! Does your step flashing sytem leak? If not, why change?
We will normally install a layer of Grace I&W at the break of the chimney, 6" out and 6' up and then install the steps and then the counter-flashing. DON'T cut the shingles tight against the wall, leave about 3/8" gap so that the water can flow by un-impeded. You are on the right track.
