If they have decided amongst themselves what they will pay non-employees to do their bidding (reverse auction) then how in the heck can 2 different insurance companies come up with different prices for same items ?

I don't think it is too complex on their part. The Insurance they sell will probably cover a $400 per sq roof. They know that there is a path beaten to their door willing to it for $275. "What, me Worry?" B)
