Skylight question

Anytime a skylight is over 12' from the floor, the glass is supposed to be tempered and laminated. Anybody know what part of s sloped roof skylight (highest? lowest?)you take the measurement to?

Given that it is a safety provision I would assume it to be the lowest part of the light as this is where the glass begins (?)
