I am sure it has been there for years. I never noticed it before as I don't go by ther very often.

I'm sure they pulled an engineer's report with it, so OSHA should be happy... ;)

Don't laugh, I bet it's stood there longer than any of your newfangled scaffolds ever has stood in one place.
