We have a flat roof with epdm that was installed in 1994. I have received a lot of confusing quotes. The PVC guy says TPO is a fire hazard. The TPO guy wants to roof over the EPDM. The bitumen guy seems like we may be his first flat roof.
So my questions are:
Should I just go back with EPDM again, it's lasted almost 20 years? If I go TPO can it go over EPDM? Shouldn't I just tear the whole thing off and do it right from scratch, the contractor was pretty insistent that it was a waste of money to tear off the EPDM.

Tear it off. I always recommend EPDM but that's me. Any of those products are good if properly installed. What I don't get is why a 20 year old rubber roof needs to be replaced. Unless it was some cheap material it should last longer than that. Pictures would help.
If Jack Legge was here, he would tell you to just smear some of that good old black "mammy" over the holes and sell it to someone else.
Does it have good pitch or slope to the drains? does it leak? If the one contractor has never installed a modified roof before, don't let yours be his first. Give us some answers and we will give you some ideas.
