IBC 2015 - Really Need Some Help on This!!!

Major hailstorm hit around 1 million sq. ft. of our SPF roofs. Local building inspection head is trying to classify "coating" as a "roof covering," forcing us to tear off these 2 year old SPF roofs to the deck and start over. I have talked to the NRCA legal department and they agree that the building inspection department is interpreting the code too broadly in an attempt to squeeze out foam roofers.

Inspector says that coating the roofs (2 ounces sq. ft.) is a "new layer of roofing" and this requires tear off.

If we can't prevail this stands to cost us around $2 million in profitable work.

What are your thoughts on this?
