How to prevent plastic cement from cracking?

Can anyone give me advise on the proper application of plastic cement in the Southwest areas of the U.S.? We have tried it with membrane, without membrane, expensive cement, cheap cement. IT ALL CRACKS.>>>

Why are you using plastic cement? Flashing doesn't come in a bucket, try metal flashing!>>>
