Any suggestions on removing Spikes quickly (cutting heads off) counter-sunk with iso plate, can't really get to shank of spike.. electric bolt cutters ??

Many years ago I worked on building a trail in a wilderness area and that was our main tool. We initially called them a Pulaski, but by the end of the job the name had evolved to ass-pully.

This is what I recommend.
A grinder with a diamond blade if necessary. Slow but sure...
In the past, I have used a pick axe, with about a three foot handle. It might also be called a "Maddox", or something similar to that.
Use the flat end. You give it a good swing and they chop right off.
You may be able to chop them right through the insulation, depends on what type of insulation.
