It's not just low bidders; some of the biggest conmen get top dollar. When the Irish Travelers come through Texas in the spring, they might charge $250/SQR to spray used motor oil on the widow woman's shingles.
They have hit me up for $10,000 to pave my driveway and when I say I'm not interested, they drop the price to $1,500.

I don't see it much anymore but years ago when shingles were fairly cheap, people who lived out in the countryside and had poor access from the road to their homes would lay shingles on the access road/driveway for improved traction. It was pretty common at one time.
