<h2>Guardrails, warning lines, and penetration openings.&nbsp;</h2>

<p>In the<a href="https://www.rooferscoffeeshop.com/post/safety-checklist-for-roofing-work-part-one"> first part</a> of our safety checklist for roofing work, we reviewed some OSHA safety standards for working on roofs. We covered basic roofing safety training requirements and OSHA requirements for fall protection equipment. &nbsp;</p>

<p>Guardrails are becoming more widely used in the roofing industry. These systems are designed for working on roofs as an additional passive safety measure to protect workers. They are used around roof perimeter edges and perimeter openings. &nbsp;</p>

<p><strong>OSHA requirements for guardrails:&nbsp;</strong></p>

<ul>
	<li>
	<p>Top rails must be installed 39 to 45 inches above the working surface&nbsp;</p>
	</li>
	<li>
	<p>If there is not a wall at least 21 inches high, you must install mid-rails or screens&nbsp;&nbsp;</p>
	</li>
	<li>
	<p>Guardrails must hold up against a 200 pound-force within two inches of its top edge from any direction.&nbsp;&nbsp;</p>
	</li>
	<li>
	<p>Midrails and screens must withstand a 150 pound-force from any direction&nbsp;</p>
	</li>
</ul>

<ul>
	<li>
	<p>All guardrail systems must be surfaced correctly to prevent lacerations and snags&nbsp;</p>
	</li>
</ul>

<p><strong>Warning lines checklist&nbsp;</strong></p>

<p>A warning line can be used to protect workers on low slope roofs in a company with a safety monitoring system, fall protection equipment, or guardrails. For a warning line system to be OSHA-compliant, it must consist of chains, ropes, or wires with supporting stanchions. On roofs, 50 feet in width or less, a safety monitoring system may be used without other systems. This author does not recommend the solo use of a safety monitoring system unless no other option is available because it provides the least amount of worker protection.&nbsp;</p>

<p>OSHA requires the following to maintain safety when working on roofs for warning line systems:&nbsp;</p>

<ul>
	<li>
	<p>They are to be set up at a distance no less than 6 feet from the roof&#39;s edge&nbsp;</p>
	</li>
	<li>
	<p>When mechanical equipment is being used, the warning line shall be erected not less than 6 feet from the roof edge, which is parallel to the direction of mechanical equipment operation, and not less than 10 feet from the roof edge, which is perpendicular to the direction of mechanical equipment operation. From a walking/working surface, the system must be set up no less than 34 inches and no more than 39 inches&nbsp;</p>
	</li>
	<li>
	<p>Every 6 feet, the system must be flagged and must be highly visible to workers&nbsp;</p>
	</li>
	<li>
	<p>The system must have a minimum tensile strength of at least 500 pounds&nbsp;</p>
	</li>
	<li>
	<p>The system must be able to withstand at least 16 pounds of force before tipping&nbsp;</p>
	</li>
</ul>

<ul>
	<li>
	<p>The line must be able to be pulled without the slack being taken up before stanchions tip over&nbsp;</p>
	</li>
</ul>

<p><strong>Penetration openings checklist&nbsp;</strong></p>

<p>Suitable coverings are to be used to protect workers from falling through openings on rooftops, including skylights or roof hatches.&nbsp;&nbsp;</p>

<p>Requirements for covers include:&nbsp;</p>

<ul>
	<li>
	<p>Appropriate color-coding or clear marking with the word &quot;COVER&quot; or &quot;HOLE.&quot;&nbsp;</p>
	</li>
</ul>

<ul>
	<li>
	<p>Coverings must be adequately secured to prevent displacement by wind or accidentally knocked over&nbsp;</p>
	</li>
	<li>
	<p>Coverings must be able to bear at least twice the weight of an employee or any equipment that could fall on it&nbsp;</p>
	</li>
</ul>

<p>Part III will cover&nbsp;ladders, scaffolding, and emergency plans.&nbsp;</p>

<title>OSHA Expanding The Electronic Recordkeeping Rule</title>

<h2>OSHA has been very busy the last few months with new rulemaking and is not expected to slow down anytime soon.</h2>

<p>The Occupational Safety and Health Administration (OSHA) published a proposed rule, Improve Tracking of Workplace Injuries and Illnesses, on March 30, 2022. It dramatically expands the requirements of its Improve Tracking of Workplace Injuries and Illnesses Rule, expressly, the Electronic Recordkeeping Rule.</p>

<p>Let&#39;s take a look at how this would affect our Industry. As a Roofing Contractor, you fall on both the high-hazard and highest-hazard industries lists. The proposed rule would require a business with 20 or more employees in certain high-hazard industries to continue electronically submitting Form 300A Annual Summary information once a year to OSHA. It also requires companies with 100 or more employees in the highest-hazard industries to submit Form 300 Log and Form 301 Incident Report information once a year to OSHA. These establishments would continue to be required to submit information from their Form 300A Annual Summary electronically. This proposed amendment will also require you to include their company name with the electronic data submissions.</p>

<p>This proposed amended E-Recordkeeping Rule will cover thousands more establishments. The trigger will be 100 employees (rather than 250 employees), and the scope of data required for submission is significantly greater and significantly more invasive. 300A Annual Summary data is pretty barebones &ndash; just the number of recordable cases, total labor hours worked, and the total number of cases meeting various recording criteria. Along with 300 Log and 301 Report level submissions will be data at the individual recordable cases, with employee names, details about the parts of their bodies that were injured, information about their medical treatment &ndash; an entirely different kind of look under the hood than the last five years under this rule.</p>

<p>OSHA estimates that the total private-sector cost for adherence to the new rule would be four million annually, a considerable number but an apparent, gross underestimate of the administrative costs faced by contractors with E-Recordkeeping. It takes time and resources to make the annual submission of just the 300A level data, and you can expect that burden to account for the added scale of the data submissions under this rule to threefold or more. Furthermore, OSHA will be able to utilize the data collected electronically for targeted enforcement activities.</p>

<p>Public comments on this new proposed rule are requested by OSHA no later than May 31, 2022. So, what can we do? As an industry, we must collaborate to submit comments and participate in this process to advocate for the most manageable possible E-Recordkeeping Rule.</p>

<title>Safety Checklist for Roofing Work - Part One</title>

<h2>When working on roofs, safety continues to be an ongoing issue that causes avoidable deaths. &nbsp;</h2>

<p>In the construction industry, heights are the leading cause of severe injury and death, and of the deaths, falls from rooftops constitute at least a third.&nbsp;&nbsp;</p>

<p>Roofers encounter several serious hazards, including inclement weather, extreme heat or cold, proximity to electrical wiring, excessive noise, dangerous substances, and risks relating to various tools. Given these dangers, workers&#39; responsibility is to handle themselves properly. Ultimately it is the employer&#39;s responsibility to control these hazards as best as possible and implement the appropriate safety measures.&nbsp;</p>

<p>The first step is to have an OSHA-compliant roofing safety program and guide to support basic safety measures for your roofing workers.&nbsp;</p>

<h3>Training and safety must-include items</h3>

<p>You must ensure all workers are adequately trained and equipped to handle common rooftop hazards as an employer. A comprehensive safety checklist is required for each of your roofing job sites.&nbsp;&nbsp;</p>

<p>Your safety training program should answer the following questions affirmatively:&nbsp;&nbsp;</p>

<ul>
	<li>
	<p>Safety training has been provided in a language that all your workers understand&nbsp;</p>
	</li>
</ul>

<ul>
	<li>
	<p>Fall protection training has been provided to all rooftop workers&nbsp;</p>
	</li>
	<li>
	<p>Workers are trained to recognize and handle all hazards specific to your job sites&nbsp;</p>
	</li>
	<li>
	<p>Workers are trained to handle appropriately; ladders, tools&nbsp;and fall protection equipment used on your job sites&nbsp;&nbsp;</p>
	</li>
	<li>
	<p>Develop a plan that incorporates the correct equipment and materials necessary to accomplish your projects safely&nbsp;</p>
	</li>
	<li>
	<p>Employers and workers understand the OSHA requirements for fall protection&nbsp;</p>
	</li>
</ul>

<ul>
	<li>
	<p>Your worker safety training is compliant with all OSHA requirements&nbsp;</p>
	</li>
</ul>

<h3>Fall protection checklist&nbsp;</h3>

<p>Insufficient fall protection measures cause many avoidable injuries and deaths. Your roofers that work at heights of six feet or higher from a lower-level face an increased fall risk. To maintain safety on rooftops, it is vital to observe the following criteria:&nbsp;</p>

<ul>
	<li>
	<p>Your roofers must receive proper safety training, including the recognition of fall hazards, an action plan in case of a fall, and the use and maintenance of fall protection equipment&nbsp;</p>
	</li>
	<li>
	<p>Retraining will be necessary when fall protection equipment is changed due to a change in job duties or a change in working conditions.&nbsp;&nbsp;&nbsp;</p>
	</li>
</ul>

<ul>
	<li>
	<p>When roofers are working at heights of six feet or higher from a lower level, an employer is required to provide their workers with an approved personal fall arrest system&nbsp;&nbsp;</p>
	</li>
	<li>
	<p>A personal fall arrest system is comprised of an anchor point, a full-body harness, and a lanyard or lifeline. This is considered an active fall arrest system. Another option is to use guardrails which we will cover in part two.&nbsp;&nbsp;</p>
	</li>
	<li>
	<p>Personal fall arrest system requirements:&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

	<ul>
		<li>The harness must be snug and that the D-ring attachment is centered between the worker&#39;s shoulder blades&nbsp;</li>
		<li>Anchor point must be capable of supporting 5,000 pounds per worker&nbsp;</li>
		<li>Units that have endured a fall must be removed from service until you perform a thorough inspection to check for any damage. It is highly recommended that you replace rather than take any chances after a fall.&nbsp;&nbsp;</li>
	</ul>
	</li>
	<li>
	<p>It is the employer&#39;s responsibility to calculate the fall clearance distance, including the possibility of a swing-fall hazard, so that roofers will not come in contact with the lower level or surrounding objects or surfaces if they do fall&nbsp;</p>
	</li>
	<li>
	<p>When calculating the total fall distance, it must include the distance a worker would fall before their personal fall arrest system would decelerate the fall (must be six feet or less) and the distance that a lifeline would stretch to fully arrest the fall (must be less than 3.5 feet)&nbsp;</p>
	</li>
</ul>

<p>Part two&nbsp;will cover&nbsp;guardrails, warning lines&nbsp;and penetration openings.&nbsp;&nbsp;</p>

<h2>For 20 years,&nbsp;RoofersCoffeeShop&reg;&nbsp;has been and continues to be&nbsp;Where the Industry Meets!&nbsp;</h2>

<p>We&rsquo;re going platinum&nbsp;in 2022!&nbsp;&nbsp;What started as Roofers Exchange, a&nbsp;newspaper focused on classified&nbsp;ads,&nbsp;is&nbsp;now&nbsp;RoofersCoffeeShop, a fully digital community&nbsp;known as the place&nbsp;Where&nbsp;the Industry&nbsp;Meets. For 20 years, RCS&nbsp;has served as a&nbsp;digital&nbsp;space&nbsp;for contractors to meet fellow roofing professionals to exchange advice, tell stories and talk business, much like the coffee shops and&nbsp;diners&nbsp;contractors would visit early in the morning in the past&nbsp;before starting their&nbsp;work day.&nbsp;By naming the website&nbsp;RoofersCoffeeShop, it gives the roofing community a sense of past comfort and a doorway into new technologies that are essential to a strong business in today&rsquo;s world.&nbsp;</p>

<p>Vickie Sharples started Roofers Exchange and had a vision for its future, which was online.&nbsp; In 2000 she&nbsp;approached Heidi J. Ellsworth&nbsp;asking for help&nbsp;with a new name and a digital approach.&nbsp;Heidi wondered, &ldquo;How are we going to get roofing contractors, who at that point in 2000, not very many of them were online, a lot of them didn&rsquo;t have a computer on their desk.&rdquo;&nbsp; Her father, a general contractor in Central Oregon, was the inspiration for the new name,&nbsp;RoofersCoffeeShop, which launched officially in 2002.&nbsp;&nbsp;&nbsp;</p>

<p>Heidi&rsquo;s father worked all over Eastern Oregon and when he would get into a new town he&rsquo;d visit the local coffee shop, which always had pickup trucks out in front of it because that&rsquo;s where local contractors, tradesmen and women would show up in the morning to talk.&nbsp;She&nbsp;explains, &ldquo;They would find out where the best products are, what jobs were going on, what kind of labor there was, get directions, but it was their place to get knowledge.&rdquo;&nbsp;&nbsp;With&nbsp;this&nbsp;in mind, Heidi and Vickie knew they needed to make it comfortable for contractors online.&nbsp;&nbsp;&nbsp;&nbsp;</p>
