I have had that issue on 2 EPDM roofs. One is a barrel and one is about a 2/12 residential. The barrel roof always has a foot or two of snow sticking out. But not ice. Drifting from the wind is part of it, but mostly I suspect it is snow sliding.
The 2/12 customer called me the one time it happened: "What in the Hell is going on?" I looked out at my 4/12 shingled garage roof and I had the same thing. So I told him it was a rare deal. We did add attic insulation there BTW and it is vented w/ turbines.
If you have Ice, I would suggest that the snow is melting off re-freezing, typical Ice Dam scenario.
Questions I would ask: What side of the house is it on? Can you verify heat loss? Would a white/ light colored coating help? Would heat cables help?
